Fundamentally, CK3 and CK3 Console Edition are different games. Otherwise, why would the console version be several versions behind PC? Shouldn't you be able to easily port over the changes from the PC version if they're the same game? And that's just for the controller support itself; there are plenty of UI differences as well.
That being said, the PC devs could certainly independently add controller support and UI to the PC version; there's just very little demand for it. Most people don't want to play a click-heavy strategy game on their TV unless they're stuck on a console and have no other option.
Also, you could get a lapboard, and have a wireless mouse and keyboard set up.
