AI formed the Holy Roman Empire

This is something I haven't seen yet. Playing in 867, Charles the Bald held five kingdom titles (West Francia, Burgundy, Aquitaine, Lotharingia, Frisia), and formed the Holy Roman Empire. He did not hold East Francia (one of the Louis' did and still does). Now, Francia is de jure no longer, and the HRE is the de jure Empire for everything that was France or Germany.

I can't remember ever seeing the AI form the HRE (usually, I see Italia get formed instead), but I certainly didn't expect this. I thought East Francia had to be involved, since that's listed as a requirement for the decision. Was it because Charles had an unpressed claim on the imperial title, so he didn't need to actually use the decision?

one of the last notes from a patch did say they made it easier for the AI to form it. I have seen it form almost every 867 game I have start recently. so probably best to get used to it
