Actually, I just save scummed the ♥♥♥♥ out of a child birth and it turns out it is actually inheritable, but extremely rare (maybe 1/10 or less). Don't know what the odds are when both parents have the trait.
15% chance for single parent and 75% for both.
I think Pure Blooded is a dominant inherited trait, Meaning if both biological parents have it, then 75% chance any offspring will have it. This way you can marry close relatives together with reduced risk of producing inbred traits.
How to get it:
a). Either you got to endure inbreeding long enough for the trait to appear spontaneously
OR
b) Find the trait outside your family (ideally twice) and breed it in. Hard to find though.
So... My best bet right now is to continue breeding with that one child that actually received the trait. A few generations down the road and we will be the ULTIMATE MASTER RACE!!!!
edit: If you care to know, I took pure blood, strength 1, intelligence 1 and beauty 3 so I can stay below 400 and immediately get the strong blood dynasty "perk". This run will be all about the master race...
Also took "Messalianism", lol. I had no idea there were christian folks so liberal at the time.
One area you can have a bit of a head start in the Island just below Greece, you can get Religious protection for Fealty and try to get the laws to non revocable over the first Rulers span.
Both can only appear on characters whose parents are sharing common ancestors.

Note that most characters don't have enough shared ancestors at game start, so the explanation in the wiki doesn't necessarily apply.
For example if you start the game with a Ruler Designer character who doesn't have recorded ancestors (like 99.9% of the existing characters), his children will only share 2 common ancestors. The game takes up to 4 generations of ancestors into account, so it takes a while for this to kick in. Example:
Parents (2)
Parents (2) + Grandparents (4) = 6
Parents (2) + Grandparents (4) + Great-Grandparents (8) = 14
Parents (2) + Grandparents (4) + Great-Grandparents (8) + GGG Parents (16) = 30
IIRC - the effects from the "Strengthen Bloodline" modifer and the "Blood" Dynasty Legacy are additive in all the formulas. Probably except the +400% chance for new positive traits...
