If you change your culture (such as by forming a custom hybrid culture), you no longer have access to the Decision, unless you culture convert back to Norse.
Simply convert to the local culture (another decision).
I have and it's not there...
The province is still called Neustria and still has french culture. I am norse..
If I choose to convert to the local culture, the game tells me, I'll become french.
I do.
For the decision to be shown in your decisions tab:
1) You are Norse
2) Any county in your realm is within Neustria and has the French culture
3) No ruler has enacted this decision yet
For you to take the decision:
1) You completely control Neustria
2) You are not at war or imprisoned
3) All of the "is shown" conditions above

I did this stuff in a playthrough a while ago successfully already. The only difference now is, my actual character is female.
And there is definitely now available decision to form the normans...

Just in case some translation:
Nordisch - Norse
Französisch - French
Embrace Norman Culture - Die normannische Kultur annehmen (not sure about this one - this I mean should be the action to form the norman culture)
If I chose >>Zur lokalen Kultur konvertieren<< I become french, not norman...
The year is 911 and all counties are French; so even if a ruler had taken the Norman decision in 867, it would have taken about 40 years to convert them back to French.
And to my knowledge, the AI is blocked from converting certain cultures via the Steward task. For example an English ruler cannot convert the Welsh to English, stuff like that.
Perhaps there's a game bug which is fixed by one of my mods (EPE?), or you have a mod installed preventing this.
