I do know that you can bump it twice yourself, if you have the resources for it, if you're an adult, and if the power level is at level 4 or lower. Once they're at 5... it's kinda impossible to get rid of a "self-interest" regent. You're pretty much playing the waiting game of a replacement regent being a "Selfless" one, to finally get a chance of getting the regent out.
To do 2 power moves yourself, you first request the regent to end their regency... (cost you more resources to activate) when he/she refuses (and they will if "self-interest"), it'll bump the power to your favor, then after that you use any of the other normal options (I use the piety option, myself) to bump it down once more. Then you wait 2 years and do both, again (just be sure to do the reliquish request, first. The request has a delay, but I think the normal one overrides the time delay of the end regency, request. The end regency, request doesn't seems to override the delay for the normal power struggle ones, though)
but I've found that they tend to exit quicker, just by RNG of them being replaced by a selfless regent. It's RNG because the regents often randomly get killed or captured, and the next guy inline automatically, takes over. I think it's because they're always stealing titles or putting vassals in jail (could be stress deaths, too, idk), when you don't veto their decisions, and eventurally the wars they trigger, ends up killing/capturing them (more RNG). Or... you can go on a murdering spree (though... game kinda punishes you for doing stuff like that by just giving you more Self-Interest replacements.)
Regardless, Selfless Regents always agree to a release power request, so you really want one of them to be the regent when you manage to lower it to 4. Selfless Regents also don't seem to trigger the power to their favor, as often.
