When you give them a city or castle it is true, they will not build it up. They don't benefit from it, they get troops simply from the amount of land they have.
Lastly, the naming is broken and on a list. So it's always Templars first. You can rename them but that only results in them having 2 names. Depending on what menu you are looking at it will display either the name you gave them or their default name. It's very unfortunate, and I have no idea why it was created this way. It's very badly done and haven't heard anything from Paradox about them changing anything with it.
This may not be beneficial for them, but it would be beneficial for me and other feudal lords. If, for example, I rent out a personal fief, then it would be possible (necessary) to build buildings there that would give bonuses to the ENTIRE county. Or, for example, I could build (or they themselves) a building for them that would strengthen their troops (forges, barracks, etc.).

Yep). This means that if I want the “Teutonic Order”, I will have to skip ahead of two Christian orders. This, of course, is nonsense, and you can create an Order right now with a prepared name, but I still want to roleplay according to my own scenario.

I believe it does improve their income if you build buildings before the Holy Order dude gets it. They also do seem to spend gold if I rememeber correctly but not sure on what.
In particular for smaller faiths, this is a huge problem because eventually all cities in your realm will be leased by your orders.
Basically there are two ways to go about this
A) Found the order in your own domain
Pro: You always can hire them for free
Contra: They cost you at least one taxpaying vassal, and you can only found one order
B) Found the order outside of your own kingdom
Pro: You can found new orders after losing patronage, making your faith much stronger
Contra: Multiple orders will lease all cities in your realm... much quicker than just one
