When I click on the "appoint" button, I get a list of six characters which can be appointed. So I think I can, and do so immediately (there are no time constraints shown).
I see that the learning lifestyle with a theology focus makes sense. How do you find out whether a character has this focus?
When I look at my current chaplain, or the six characters which can replace her, I see no indication of a theology trait, which confuses me.
When I click on "appoint a high shaman," I'm given a choice of nine candidates, but Menggai is not in the list. One curious thing is that Menggai is a high chieftain, and none of the nine candidates have any kinds of titles like "high chieftain" - actually they are all unlanded, but Menggai has title to three counties and a duchy.
So I guess landed people are not allowed to be shamans in this religion? When I look at the religion, I see no mention of that, but maybe I'm not looking in the right place.
I also looked some more at Menggai, and I can see that he has "grey eminence" with four stars, which is a diplomacy trait, and I wouldn't think of this as a good fit for a shaman, anyway. Besides, his learning is only three.
The thing about not allowing landed characters to be shamans - I would think to find that under the faith's (Tengriism's) clergy doctrines, but there is nothing about landed people.
However, this faith is theocratic, and maybe there is something about theocratic faiths and landed candidates for clergy...
