Great Holy War without warmonger

Is there a way to have a great holy war without the warmonger tenet as a pagan? I would like to be able to do great holy wars without the at peace penalty. If any mods add a tenet that enables this, that would work too :)

I'm not home and in-game so I'm just going off the wiki here:

Great Holy Wars can only be declared by a Head of Faith whose faith has the Warmonger, Armed Pilgrimages, Struggle and Submission tenets or Special Doctrines such as Rightful Rulers of the World and their Head of Faith is not imprisoned. They can only target Kingdoms ruled by a character of a different Faith.

I'm not sure if any pagan faiths have Struggled and Submission, but I imagine none have Armed Pilgrimages.

Yea pagan faiths can only access warmonger out of those options. Would be nice if another tenet could be added (that all faiths could access) that would allow great holy wars without the at peace penalty. Perhaps something to do with buffing holy orders?

Yeah, it doesn't look like there's any vanilla way outside Warmonger sadly.

A cultural tradition would be an interesting way to allow it too. Like one that specifically allows pagans to wage a holy war but gives a penalty to any organized faith rulers of that culture.

Yea or perhaps a tenet that allows great holy wars against someone of a different religion that is also your rival (provided you are the religious head). That could be like a sons of lothbrok (forgot how to spell the name) invasion of england
