Modding the old fashioned way get "baked" into Cloud for the game just like they get "baked" into a save. My method is outdated therefor probably excessive, but it works. Uninstall the game, search for the game on your computer, Delete everything that is tied to the specific game, make sure Cloud saves for the game are off, reinstall the game, play the game until you create a new save, before starting again turn cloud back on, if prompted between old/new saves pick new. This will mean you lose all old saves trying to remove a mod basically means they where lost anyway.

No there should be at least 2 storage location for anything using a cloud feature which is the point of the search. You need to remove everything related to CK3, and start from scratch to remove a baked in mod.

I really mean a search of your whole PC for crusader kings 3, and CK3 deleting everything you can tie to your game. However at any point if you think you got it you can try downloading it again. As long as you keep busy with other things the process doesn't waste that much time.

For me (with it installed as I am not that helpful to uninstall to check) I have 3 different folders for CK3. One in user-one drive-paradox, the stuff in the steam folder, and one in user-appdata-Nvidia. I think it is just the one drive, and steam stuff that need to be completely removed. Getting from think to sure...would be a ton of work as I never modded CK3 the old school way.

I know this process is a pain sorry if I could have been more descriptive.
