Uniting the southern slavs as an emperor confusion

So I'm doing a new Unite the Slavs run. Just finished uniting the West Slavs and have started to move the way down to get to the Southern Slavic Kingdoms and start warring there to achieve the decision.

However looking at the wiki and the requirements I'm a bit confused.:

It says as a prerequisite that along with needing to be South Slavic Heritage culture and completely controlling the region of South Slavia, your primary title has to be either: Bosnia, Bulgaria, Croatia, Moldavia, Serbia or Wallachia.

However...

It says if primary title is an empire all south slavic kingdoms are made De jure Part of the Empire

How is that even possible? Neither of the requisite primary titles are Empire level titles and last I checked your empire title is always your primary title if you have one.

Can you even make a kingdom title your primary title if you have an empire title?

just want to understand how exactly I can pull this off while already an emperor because with the number of titles involved in south slavia having an empire title to keep everything together if your ruler dies is basically necessary.

Its just adds those Kingdoms/empires to your new de jure Empire of Slavia title because unifying slavs combine empires of Russia, West-Slavia, Carpathia and kingdoms of Croatia, Serbia (which are de jure Byzantine) before you make decision to unite the slavs.

It combines all of those empire and kingdom titles to Empire of Slavia title which becomes your primary title.

I have done this long time ago with house Piast/Poland and "hardest" part is the slog (meaning fabricate claim and lots of them if you are already christian faith) with ERE/Byzantine to get the Croatia and Serbia out of their slimy paws.

I'm sorry I think there's some confusion. I'm not talking about the Unite the Slavs decision.

I'm talking about the Unite the Southern Slavs decision which is a different decision from Unite the Slavs.

Unite the Slavs is the one that unites all slavic titles under a single de jure empire.

Unite the Southern Slavs is a seperate decision which only unites the slavic titles of the region of South Slavia, which yes includes a lot of territory within the Byzantine Empire..

Ok i misread that you meant unite slavs decision.
I have to look what that actually does it has been a long time i have played Slavs in Eastern Europe.

Did PDX add this decision when they sliced old Polish Empire with this new West-Slavia and Baltic Empire split or has it been there forever because i only remember unite slavs decision from my play through.

I honestly don't know. It's been around at least since before Royal Court but I do remember what you're saying here because the Southern Baltic empire used to include Pomerania along with Lithuania and Estonia but now it's only Lithuania and Estonia and/or Livonia if you proclaim Terra Marriana.

When I did my first Unite the Slavs run some times back there was already a unite the southern slavs decision seperate from unite the west slavs and unite the slavs.

Yeah, this decision has always been kinda busted. It's been there since game launch. You could never take the decision as an Emperor. I'm not sure when they added the "If primary title is an empire..." effect or if it's been there since day 1, but I agree it doesn't make sense. Also, the main effect is kinda weird. You end up with a gigantic kingdom made up of 80+ counties.

I don't mind the giant kingdom level title since at the end of the day as long as the title is under an empire title, then it's easy to keep under the belt of your heir.

It's just that that requirement and effects don't make any sense unless you can somehow have a kingdom level title as your primary title while still having an empire title.

And unless I'm wrong the game just doesn't allow that, you can only change your primary title between titles of the same rank.
