ON TOP of the multiple other ways Iranian cultures and clan systems can boost development. Persia is easily the most overpowered location for boosting development.
While true, those buildings are to offset the terrain penalties.
You only have to glance at floodplain and it increases development.
County of Baghdad has the 'house of wisdom and university quite early.
Great mosque of Samarra and grand temple bordering it plus floodplaines have access to the orchard line of buildings AND Mesopotamia also have drylands for qanat.
With the right set up with cultures you can sail the Tigris, boost development, in floodplains, with different type of innovations to insane heights.
So yeah, Mesopotamia stays the "best" kingdom in regards to boosting development.
Not to mention that Mesopotamia already starts out with higher average development all around AND Baghdad starts with 20 development which is on par with Cordoba plus only 5 points less then Constantinople and Rome.
You also have access to all the mechanics of the Iranian Intermezzo all you need to do is switch cultures or hybrid so you have the Iranian heritage for maximum effect but it isn't needed to be/get involved and is part of the Persian empire now
edit They should definitely make it weaker by giving it male dominated with special doctrine that woman can serve in armies, which would also make it more historically accurate.
