how to make Vizier collect Extravagance Modifiers

Viziers seem to spend their saved up gold to add modifiers, adding 4 of each tier one by one as they reach certain gold thresholds. Unfortunately I had a lot of selfless viziers who just gave me all their income and didn't save any.

I ended up resorting to the "gift gold" interaction to increase the funds of my final vizier so he would create a new modifier every few months. He needed 3k gold saved up before he would generate the final 16th modifier for the "Mulct Them Dry" achievement.

If I had appointed a really selfish Vizier, he would have accumulated the gold naturally over 2-4 decades.
