I think it is usually 3pm CEST time. Which would mean 9am EST ? But I go with the usual patch update they do with their games. Cannot remember if they apply the same rule for entirely new game release.

It's usually either midnight or "whenever Steam updates its store locally". I can see CK3 being big enough to warrant a midnight release, but the devs haven't confirmed this so I won't expect it.

It is usually 1pm EST when games get released, at least that's the time here.

Not been announced yet, but their last NEW game release was 6pm CEST for Imperator and the one before that HOI IV was I believe around the same time in 2016. So I very much expect it will be around the same time as those last two major releases on Sept 1st.

Valve time, like most other games.
Midnight releases cost extra and is pointless in my opinion.
