NAH IM JUST KIDDING i think u just need to run the CK3 exe. directly from the ck3 folder .
Why would u want to bypass the launcher it is quite good unlike other games.
Start ck3.exe from /install path/binary and you get no launcher (this requires steam to be running)

No it does not require admin rights. And even if it did require, it is your pc and you are your pc admin unless you are trying install game with limited user profile example work laptop where all software install is blocked by admin.
I'll respond to your question with some more questions, and I don't mean this in a demeaning way to you even a little bit - I ask to everyone, including myself:
why would you, or anyone, WANT the extra hassle of their launcher (in addition to the already-required Steam launcher)?
in what way does it help you get into the game quicker? or be helpfully informed?? or do any of the many non-Paradox-related things you want to do with your time instead of waiting for their secondary launcher to install or load or update???
basically, my question to all of us is ultimately this: KNOWING they only have that corny, game-slowing launcher to try and syphon your brand loyalty to them, why should that be acceptable knowing we paid for THEIR game, at THEIR asked price, fair and square?
as THEIR valuable customers rewarding THEM with our money, why dimly jump through more dog hoops because they tell us to? do we not deserve better than that? (we do)
1) Because it is the default setting. You have issues in the future you need to mention you are not launching the game like everybody else does.
2) It can cause issues with the game. (See #1)
3) It serves as a quick reminder as to what version is being run, as a mod organizer for multiple sets of mods, and as a way to adjust some graphics settings before you launch the game. Some of those graphics settings (DX11/Vulkan for example) needed to be played with to get the game to launch for some folks recently.
4) It shows you some information at the bottom (Sales, promos, Dev.Diaries, Mods, Updates/DLC etc.) you might not know about.
5) Most people don't really care about sharing some general personal info with sites. You might, but social media in general doesn't and just about any app or site collects data AND cookies these days my brother.
6) If you really care about those things go VPN and build firewalls - instead of worrying about a game launcher.
7) Ever try running a mod organizer while denying it the ability to check for mods? Kinda defeats the purpose.
8) It will keep track of things, like where you stuck save games if you move them, and will attempt to launch a crash report IF your game crashes. This one does sometimes.
In the launcher settings you can read their 'privacy policy' in depth if you want. You can thank the EU later - they do a pretty thorough job of explaining what they collect and why.
