Ps. You can check the requirements for each of the endings in the struggle tab... Tho im assuming you are going for the Dominance ending
To clarify, I hold all of Iberia as of now, the requirement I'm missing to end the struggle is that it's in the hostile phase, which is impossible for me now as most of my counties are of my religion and there are no hostiles of a different faith to fight or scheme against.
This makes it so I can't end the struggle with any ending as there's literally no one left to fight in Iberia. I looked it up, and people have struggled with the same problem.

Kinda stupid as the game should let you end the struggle if you have control of all counties in the counties in Iberia. I find it strange the devs overlooked this.

Developing castle holdings and using hooks on people counts towards making the phase hostile, I believe, together with the slider sliding towards hostile by 1 ever so often by itself, assuming that you are right now exiting opportunity phase.
The first Dominance Requirement is:
"Struggle Phase is Hostility"
OR
"Control all of Iberia AND Primary Title is Kingdom rank or higher AND Primary Title has been held for >5 years."
"OR" being the keyword here. You can get a Dominance ending regardless of which phase the struggle is in.
You are either not reading the ending requirements and assuming incorrectly what your issue is, or you are interpreting what you are reading completely incorrectly. Either way, you are wrong; owning all of Iberia is objectively not the reason you can't end the struggle.
You no longer need to be in any specific phase of the Struggle.
