This is primarily broken, because as you stated OP Mongols can threaten multiple rulers in a single war when they have absolutely no way to respond to the threat in time.
That's not how that cb works.
You can target a kingdom and will gain all titles in that kingdom which the target ruler holds.
You will not gain titles outside the targeted realm.
It's akin to holy war for kingdom cb and not a great holy war (like Jihad/Crusades).
You will actually. I am actually playing Mongols right now. I took the Kingdom of Persia from Arabian Empire and just got Persia. I then fought them for Kingdom of Mesopotamia and won pretty much all their land, which included Syria and Arabia. I think, but not sure, that they hadn't actually formed the kingdoms of Syria and Arabia so got them but not sure exactly what happened. Either way, I definitely fought for one Kingdom and got titles (or vassals I should say, maybe this is the point) that were outside the realm I fought the war for.
I wasn't aware that in doing so, it would dismantle the entire roman empire. and take all my de jure holdings in Byzantium, leaving me a single title in italy.
Seemed a bit broken. Thankfully I was able to swear fealty to the new khan, and then build up a power base by reconquering all of the former byzantine empire one dutchy at a time before marrying into and then usurping the Mongol empire.
On another game though, going for Iron and Golden King, I stayed a single dutchy in the HRE, (Thuringia) growing tall and not expanding. I was maybe 6 months from the achievement, and then the Mongols declared war on my liege for some unrelated land on the borders.
And then not only was the HRE dismantled, but all of my lands were stolen and given to one of the khan's children. Leaving me a single inherited title in northern italy.
wth? why? How did he get all of my stuff?

In an Multiplayer game i used to play with a king that was fully Intrigue lifestyle so i could just murder the Khan in 9 Months. After that the Mongolian Empire broke in pieces in 2-3 years and the Rush was over before it started. (even if they had already 70% of the eastern Map)
Atm there is a Crusade. because jerusalem is already mine they wanted to attack Litauen and i changed the crusade to attack mongolia. Even if it was a bad idea because troops that arrive in mongolia are out of Food and starving already i tought it would be funny to expand there...
But now im affraid if i get a piece of land back there they will attack it and steal my kingdome in seconds ._.
A liege can raise troops from anywhere in their domain which consists of their land, and the land of everyone under them so if you have the numbers to beat them, and enough space to raise fully you are good. You can always give a location independence before war is declared for it. Finally only evil/hostile faiths lose land everyone else is vassalized so try to be ready to convert to then away from their faith.
The real danger of the Mongol hoard is to people playing as vassals who can't reasonably act on the danger, and have no idea they are in trouble.
