Iberian Struggle can't get to Hostile

I have united all of Iberia and could make an Empire but I can't end the stupid Iberian struggle without either dividing my kingdom in half to satisfy one of the compromise endings, or get into the Hostility event which I cannot do because my vassals spam city upgrades and release prisoners without asking for anything. I even tanked my reputation by repeatedly breaking a truce but couldn't out-compete their drive for peaceful resolution.

Summary: It's really dumb that I HAVE to be in a hostile phase to finish conquering the Iberian peninsula.

yep, it's been talked about a lot. once you get to a certain size or after a long time passes in the campaign, it's so hard to trigger hostility because there's more actions that push towards conciliation.

if you want to end the struggle by Dominance, you are better off doing it as early as possible. else wise the longer your campaign goes on the harder it is to trigger hostile phase.
