Actual windowed mode?

Whenever I launch the game in windowed mode it's still basically full screen and I cant see things like taskbar etc.
Is there a way to start the game in a smaller sized window mode?

that "window mode" is borderless window mode, cant seem to find a way for normal window mode, maybe change the resolution to something smaller?
