Why doesn't master of the hunt report me even a sighting though his aptitude is Excellent

the regular sightings really don't happen that often. i have a campaign going on now for 140 years and i've definitely had my master of the hunt give me less than 10 sightings over that period. and i've only hired excellent master of the hunts

and i've just had my first legendary sighting despite having the dynasty legacy that's supposed to give more frequent legendary sightings, so that should tell you just how rare this stuff is.
