What changed?
I haven't played this in a few years. Men-at-arms says "not stationed in any holding." They used to be able to just exist when purchased. Googling answers only tells me it is possible to station men-at-arms in a holding. There is no explanation as to HOW this is accomplished, that I could find. This is really not making me interested in any more DLC Paradox.

So, the question: Which series of buttons in which screens must I click in order for the men-at-arms to be usable instead of an endless black hole through which my gold flows?

Your attitude really doesn't warrant an answer but anyways here you go:

Do you see the text saying "Not Stationed in any holding"? There is a button with 2 spinning arrows next to it, click it and then select one of your holdings. Boom, your MaA are now stationed and receiving bonuses. It's not rocket science.

Next time maybe don't skip the ingame tutorial & tooltips that explain all of this. If I was you I would also try to improve my googling skills, as literally the first result of searching "How to station men at arms CK3" shows a concise 5 minute tutorial on how to do it.

I did read the help and tooltips. When the game came out. Years ago. Apparently if I ever want to play the game again, I'll just go ahead and read every single changelog from my last playtime. In a sea of buttons and menus it's easy to miss which button solves the sudden, never seen before problem. Which is not just a CK3 problem, it's a problem all too common all across the tech sector. God forbid I'm not a fan of arbitrary changes with no clear or quickly accessible information. It's piss poor design.

Thank you for answering the question. If you want to keep picking a fight, feel free to keep giving me answers I apparently have no right to have.

Yeah, lots of good but new changes. Just take it slow and ease back into it.

The button for stationing your MaA is about 1 cm to the right of the "Not Stationed in any holding" message, what more do you want, 5 giant flashing arrows pointing at it? There are some features in CK3 hidden behind long winding menus, but this most certainly isn't one of them.

On the topic of tooltips, when you start a new game you automatically get an expanded set of "tutorial screens", one of which explains the stationing process. That is unless you purposefully turn it off, which you apparently did. No need to replay the tutorial again, just don't turn off something and then complain that the game isn't explaining anything.

Go play it or read the news releases.

I've not decided anything, your whole original post was about stationing MaA and that you can't find a way to do it, there was no mention of "wanting to end arbitrary changes" (a curious way to describe an active development of a game btw). I've just answered your question.

You then proceeded to totally ignore my point about in-game tutorial and that the answer is literally 1 google search away just to spout some bs about "tech sector" whatever thats supposed to mean. Bold of you to tell me to "learn how to argue" when it's you who is changing the topic.

Also, don't do the mistake I first did and try to build barracks for your heavy infantry in every holding in the county. They don't stack. Only the holding they are directly stationed in will contribute to the regiment's attributes, so if you want to go all out on bonuses, you need to stack the buildings in that holding. For example, heavy infantry can benefit from a combo of castle + barracks + blacksmith + crown smithies.

The game literally has a tutorial for the new features. It pops up to explain the regency system and the stationing system. You'd have to click 'skip tutorial' to miss it.

I did the tutorial, I see the Not Stationed In Any Holding box, clicked the double-arrow circle to the right, clicked a Rally Point, but in the Rally Point box that pops up, none of the boxes let me click them.

there are literally tool tips that expand when you hover over a new keyword to explain every detail in the game.

It's literally the most convenient of all the Paradox games.

You now have to station MAA in your counties, some buildings can buff them even more.

You simply find a county that you own and click on it. They will all be green if no stationed MAA or they will be light blue if they are already stationed. It is kind of self explanatory really you are simply finding a place for them to be stationed and train sort of. Rally points have zero to do with stationing men at arms.

Is the game more difficult now ?

Buy learning curve or just challenge against AI?

Learning curve about the same, challenge is about the same maybe a little easier in some scenarios.

Choose stewardship lifestyle --> generate money --> build buildings --> hire mercenaries --> become emperor in one life time

It doesn't get easier than that and it kills me. If PDX somehow manages to make it easier than that I'm going to delete my steam account forever.
