So far I've only ever gotten artifacts by funding inspirations, and by getting them unexpectedly in my sieges. Apparently one can special order them if one has a court artist but I've not gone that route yet.

Is it also possible to demand them from other leaders? I know other leaders (so far only my sibs) have demanded them from me.

I can look at the artifacts of other characters if I go to their inventory. but for reasons of war, for example, i cannot claim any artefacts. I usually can't steal them either

The leftmost tree of the diplomacy lifestyle unlocks the ability to claim artifacts for prestige. Once you have the claim you can take the artifact through a variety of means such as simply demanding it, a scheme, a duel, or a war.

There are several ways to get an artifact:
1. Raid or siege down the capital of the owner of the desired artifact (this only works if the owner of the artifact is a landed ruler). The chance to get something depends on the skill of the antiquarian of the artifact owner, so you could try to kill or abduct the antiquarian to get a better chance.
2. If you have a courtier with artifacts you can imprison the courtier and banish him from the realm. This way you will inherit the artifacts and the money the coutier owned.
3. You unlock the Accomplished Forger perk in the Diplomat tree of the Diplomacy Lifestyle. This unlocks the Buy Artifact Claim interaction. This enables you to buy a claim on an artifact by spendig prestige. After you have the claim there are 4 options to get the artifact.
You can demand the artifact, this has a good chance if you have high dread and a stronger army than the owner of the artifact. Demanding an artifact triggers a cooldown so you have to wait for 3 years (maybe 5 years not sure) before you can demand an artifact again.
The next option is to steal an artifact, this is a hostile scheme, like a murder scheme, you can invite agents to help your chances. The next option is to start a artifact claim war against the owner. Fun fact if you have a claim on an artifact that is owned by a liege, e.g. the Byzantine Emperor, and you have a claim on one of his vassals artifacts, you get all the artifacts you have a claim on if you win an artifact claim war against the liege.
You can also start a duel for an artifact claim if the owner is elgible, this has a cooldown like demand artifact.
Stealing artifacts like that will get you a lot of rivals, expect some murder schemes to be started against you. The main problem with the whole artifact stealing business is finding the good artifacts first. Sadly there is no way to search for characters that own a specific artifact :(
