Can't appoint specific vassal to court chaplain as reformed Ásatrú?
So I'm the king of Denmark, Sweden & Norway and reformed the Ásatrú faith in my game with temporal revocable clerical appointment, lay clergy, and temporal head of faith and there's this one vassal, the Jarl of Jylland & Slesvig who has a whopping 24 learning but the game won't let me appoint him as my court chaplain. I can appoint him to any other position on my council and I can appoint at least ten other duke tier vassals to the court chaplain position, the best of whom has an excellent 17 learning, but not the *very best* man suited for the job.

I really just don't get it. Does anyone know how I can get this guy the council position I want him to be in?

But they can. As I stated in my OP, there are at least 10 different duke-tier vassals I can appoint to the position, but not the one with the highest learning whom I want to appoint.
