The Vikings ones are available to cultures that have North Germanic as their heritage, not sure of the qualifier for the Iberian ones (if it's based on culture or involvement in the struggle). You also keep the legacy line available as an option to improve if you switch cultures, as long as you already took the first perk in that legacy
When I played the Iberian Struggle, I had both legacies and ended up getting an event where a viking was discovered in a village in my realm and I had to decided what to do with him. I accepted him into my court and had him raise and convert my heir to Norse. Once succession happened and I was playing as that heir, I had the Viking legacies available and retained the 2 Iberian ones if put perks into
"dynasties whose Dynasty Head has Iberian heritage or the realm capital in the region of Iberia have two additional legacy tracks available. Once the first Legacy of a track has been unlocked the track will not remain available regardless of Dynasty Head."
It works a little different in that you can't keep picking after switching cultures, unless your realm capital stays in Iberia.
The Viking ones stay available after you pick at least the first perks in the track
