1. There is no "deluxe" version of CK3; the closest thing that exists is the Royal Edition.
2. You have no record of this page that "explicitly" promised every DLC, nor has anyone else ever heard of a similar offer.
3. You have access to the DLCs provided by the Royal Edition, and no others.
4. You bought CK3 3 years ago, which gave you a significant amount of time to forget the exact details of what you bought.
Conclusion: You bought the Royal Edition, and you misinterpreted the offer of all DLC from Season Pass 1 as "all DLC ever."
