If I bought Tours & Tournaments would it take effect in my current save?
Or would I have to start a new game to see it?

DLCs are always compatible, if the campaign was started with an newer Patch, then the DLC requires.

But sometimes, you will miss out content, if your campaign is too advanced(Viking Adventurers as an Example), but for T&T, it should have no issues.

I remember when I downloaded Royal Court my late game save in 1250 went from +340 gold a month to -270.
