"You cannot construct this building"
There are many special buildings all around and often I can't build on them. Is there a way to know the reason? Is it Technology? Religion? Culture? Etc?

There should be a tooltip to describe why at least.

Usually these are temple buildings that you aren't the correct religion to build. As far as I know there's no easy way to tell which religion they belong to other than cycling through the religions one-by-one and seeing if a holy site is located there.

(I'm sure someone's posted a map somewhere on the internet)

A tooltip would make it much easier if it just told you what religion (or religions) the temple site belongs to.

Every special building I've seen has told me why I can't build it. The times it doesn't, it doesn't even show the building in the UI. Them not showing in the UI is usually for 1 of 2 reasons:
You are tribal. Most special buildings can't be built while tribal and they don't even show in the UI.
or
It is a holy site for a different religion.

If it does show in the UI, then it might not be buildable due to missing a cultural innovation, or insufficient development. Mines often require a specific cultural innovation, while universities usually require a certain level of development. That said, it should say this.

I captured the Wadi al-Allaq mining settlement. (Eastern Africa, south of Egypt). Game doesn't let me build the mining building. I have built 3 other mining settlements without issue. Its clearly not a religious building. What gives?

You might be right about cultural technologies... although its weird I can build some mining settlements and not others. It definitely does not give me any reason for why I cannot build it. If you know where I can find it please give instructions here ;)
Its probably because the holder is tribal. It doesn't matter what government you have, just what government the holder of the barony is. If you are tribal, hand it off to a feudal vassal and it should show up. If you are feudal, it may be held by a tribal vassal and you need to revoke it from them to get it to show.
County culture (or religion) decides what buildings can and cannot be build.
If the county's culture doesn't have a certain innovation you cannot build a certain building even if the county's holder is of a culture that does has it.

That is a useful list! I found a different building list on the wiki and it did not provide this info. Thanks!

Still wish it would just say in game where the big red "!" (Exclamation point) is what is needed. So many tooltips, its weird that this one isn't available.
