But stay away from Friends & Foes, it will only destroy your Campaign.
But the DLCs in Chapter 1 + 2 are all good and if you want to save money, you should buy the Chapters instead.
So I would buy CK3 with no DLCs, but only on a sale. If you are going to spend enough hours to make it worthy full price, probably you will prefer to get DLCs anyway.
P.D: Again, just a personal choice, but I bought all my DLCs on a sale too, with the only exception of Tours and Tournaments because it was completely new and looked to be the best (and it is).
Ultimately what you see in the base game is what you get as per in game mechanics. The DLCs mostly add depth and nuance.
For instance having a royal court won't change how you rule your kingdom generally speaking, but it will give further options in that regard.
Same with the T&T, you lose the more fancy events without DLC but it's again RP and stat buffs.
You do lose a lot of character power without them (no artifacts, no accolades etc,) but I guess that's irrelevant as the AI shouldn't get them either in that case.

Also this game should be on game pass, which means you can probably try it out for at least a month at 1 euro. If so, that's a nobrainer.
