Catholic and Can't declare holy wars anymore

Do you mean normal holy wars or great holy wars (AKA: crusades)? There's not a lot of information for me to help you with. For normal holy wars, you have to target someone who is adjacent to your realm and is of a hostile or evil faith. You also can only do one holy war for kingdom per character life time. You also need enough piety and level of devotion to declare the war.

For crusades, they need to be unlocked by an event, the Pope needs to have a good target, and the religion needs a certain minimum level of fervor. But also, it's purely random, and sometimes just doesn't happen.

You also can't do normal holy wars in the Iberian region(Spain / Portugal) so long as the crisis there is active.

Probably a Iberian thing.
Its a frequent thing people miss.

I've even forgot about it a few times myself.
Im sure its to help keep the AI in Europe from mobbing all those poor Moor rulers.
Doesn't stop Crusades though once theyre unlocked.......although winning a crusade is like trying to host a dog show for puppies -.-
