Go down to 4 or even 3. You also can just pause the game and then issue commands to your armies.
A war rarely needs many inputs in this game, its usually, "command army to go there, siege that" "command army to go there, intercept that army".
Thats about it.
Also it sounds more like you got unlucky with a lot of events triggering during the war you had but honestly, i never had as many popups as you described during a war.
In a 2-3 year war i maybe have a handful of events.
Thats far from unplayable. War is really not the main gameplay feature in CK 3, its something you do every X amount of years maybe but the event managing of your dynasty is the main gameplay.
War is super simple and basically without player input except choosing a decent commander and commanding " go here" now and then and having decent Man At Arms regiments.
HOI 4 is way more involved.

Incredible. It was like every possible game Role Play pop-up was in que and came one after the other. Cleared one, another hit instantly. Groundhog Day ad infinitum. Countless attempts to clear and choose a option on the pop-up to get back to the war screen but "pop-ups on steroids" kept overwhelming all efforts.
re "speed", I will check that. In HOI IV, I am very conscious of reducing speed during war. It's possible I failed to do that. I will restart and try again and be very conscious of the speed when war starts.
When I played previously, I never recall having either of the issues. As bad as the pop-up issue was, I was very frustrated not being able to direct where my army was to go due to tool tip interference not allowing me to target the enemy. Never experienced that before.
I'm going to reboot, restart, try again. Greatly appreciate your input.
I do wish that Paradox would throttle back the pop-ups during war. I'm sure this can be coded into the game.
You can check if you are paused by the green bar in the lower right that shows your speed
turning red. That means the game is halted.
You can still do everything in this game in paused mode, give orders, go through the menus and everything. So use that, especially if you feel you get overwhelmed by events.
Decide where to raise your armies ( you can set rally points) and then issue orders when they have assembled.
For stuff like sieges of enemy castles ( which is the main way of winning wars) you dont really do much but send your army to it and it will start to siege on its own.
Only time you need more direct input is when a enemy army marches into your lands and you try to catch them. Which can be annoying.
Pause, click through the events that have popped up and then issue the orders you want in peace.
I just read a Dev Diary dated back in October and the developer stated EXACTLY the issue that drove me crazy:
From Dev Diary #109: "There’s also a real problem with delivering content (usually in the form of events) during times of war, as the player more often than not gets interrupted by something appearing in the middle of the screen while maneuvering units. I’d eventually like for us to be able to deliver content in a way that doesn’t interrupt warfare, and use that system to highlight characters and heroic acts."
How about that. Glad to know the developers know this is a big issue.
Why not?
You'll be interrupted and paused every few seconds. Especially later in the game with more territory, vassals, courtiers, MORE POPUPS.
I only play on speed 4.
1-2-3 is too slow.
5 you can't actually play the game.

And you only sieged two counties in that time because your culture doesn't have siege weapons.
but still, could the popups be delayed till the end of the battle at least?? not till the end of the was, just let the damn battle finish please.
