that is because it leaves the Data folder when you uninstall games most of the time. Basically you just need to delete the data folder. Win 11 does things a bit differently i guess. It's been an issue i've seen pop up on lots of games. They delete the folder,. (typically where mods and saves, profiles are) and let the game recreate the folder. Manually drag and drop saves back to the right spot and it should work.
Did you check your basic stuff on your laptop? check to see if there is a chipset update or other basic updates since you purchased your laptop. Goto the companies site and look up updates and drivers and even BIOS and see if there is anything you need.
At this point in time your loosing function by not being able to play things. New games working on win 7 is getting rarer. Some will, but some won't. Don't worry, win 10 won't last forever either.
