I'm not sure where this myth got started but I'm 99% certain you have to have Royal Court DLC for hybrid/divergence. I'm only 1% uncertain because I'm seeing this claim more and more and perhaps I've missed something and I am the last to know.
In other words, hybrid cultures can only be created by the player if you have the Royal Courts DLC. The base game might let random hybrid cultures form as part of events (cannot find anything on the wiki to support or refute this speculation), but it is impossible for the player to create a hybrid culture without the DLC (unless the culture is a decision culture, but that is a separate thing).
