You need to be a duke or count for Aragon, and not an emperor for Portugal. I think Asturia is unique to the 1066 start? I can't recall off the top of my head.
I already am emperor of hispania but the struggle is still going.
Remove the emperor title and see if that helps.

Dominance requires:
Hostility struggle phase
Every county de jure part of primary title has the same culture and faith
Any other independent Involved character controls 19% or less of the region of Iberia
One of the following:
Hold and completely control 2 kingdoms de jure part of Empire of Hispania
Took the Unite the Spanish Thrones decision
Completely control at least two of the following duchies:
Balansiyyah
Cordoba
Galicia
Gothia
Tulaytulah
---
Do all those requirements and you should be good.
But Unite Spanish Thrones, I'm not sure you can do as emperor?
All I'm missing is 1 kingdom title which I can't create. Spain comes a few centuries later I think. I don't have that option yet.

Good question. I was emperor of Galizia (or however it's called) for a long time. Then my son took over and suddenly I was emperor of hispania.
Might be so but I never was roman. I started in later portugal.
