HoI 4 is more "modern" that it takes place in the world war 2 era.

Let's just say, those two games are like metaphors for war and peace. In one you lead with the sword, in the other you plow.
HOI4 is great thematically but a pretty poor Paradox title.
HoI4 is fairly low on the list of games I want to learn at the moment, with Stellaris and TW:WH III well above it.
If you enjoy multiplayer I recommend Hoi4
If you like Mods I recommend both, although Hoi4 got bit more, CK3 has some unique ones like Crusader Blade that allows you to play battles inside MB2 Bannerlord
On vanilla I recommend going with CK3
Without DLCs I recommend CK3
If you like "shorter" games go with Hoi4, if you like longer go with CK3
