The main differences though
Return Roma is a religious decision
It allows any independent Catholic ruler to return Rome to the Pope (if such exists) provided the Pope is not a vassal of theirs (and they have some other county).
Restore the Pope to Rome is a regional decision
It allows a Capabale, Non-imprisoned, Catholic ruler, who is a King or Emperor, who does not hold k_papal_states, or the Roman Empire or have Roma set as their capital, to return Roma to the Pope (even if the pope is a Vassal)
(Looking at the code and the completely different way the requirements are coded to achieve the same goals, I suspect the real reason these both exist is that 2 people had this idea in separate parts of the development and they left both in because they do slightly different things).
