Additionally, according to the wiki the start date also has to be 1066 so if you started in 867 the decision does not exist.
Before the update, the decision appeared even if you couldn't make it. If it doesn't appear now, it may have been removed.
What start date did you choose? Are you playing a custom ruler? Are you culturally Iberian?
Not mentioned in the wiki:
1) You cannot have an empire already (this removes the decision permanently)
2) At least 2 of the titles to be united must have de jure land left (so if they drifted into your primary title, no more chance)
