In CK2, the court tutor would automatically serve as a guardian for all children at court who didn't have one.
This is not the case in CK3, where every child needs a dedicated guardian assigned. The court tutor still being limited to two wards like everyone else.
What the court tutor does in CK3:
"If your court has the Court Tutor position populated when the child comes of age, an additional education roll occurs. The guaranteed minimum bonus of +2 points is most likely if the Tutor has Terrible, Poor, or Average aptitude, while Good or Excellent aptitude make getting +3 points more likely. With Excellent aptitude only, there is an approximately 10% chance of the bonus being an entire +4 points.

So it's really only his total aptitude which matters. Using one with higher learning and lower aptitude, instead of one with higher total aptitude won't improve his effect.
A child now needs more than 25 points to get the tier 4 education and yes it is way too high.
Because now a child needs a university education to have a chance for the tier 4 education, without a university there is only a very low chance to get this many education points.
That is not how education works, at all. The education type and level of the guardian has no impact on the ward.
Only the skill points of the educator matter, not the education trait.
Doesn't matter if he has 20 martial with lvl 1 education or lvl 4 education.
So the statement is correct.
This is a hypothetical argument, and does not change the fact i wrote above.
You will find plenty of characters with top grade education, but less skill than someone with a lesser education but higher natural skill, bonus from personality / lifestyle / fame traits etc.
