Cannot end Iberian struggle

I created the kingdom of Portugal and then conquered all of Iberia, but couldn't end the Iberian struggle with the Portugal Dominance decision because I wasn't in the correct phase. So I instead formed my own Empire (now empire of Portugal) so I wouldn't lose everything in succession. Now I am in the correct phase to use the Portugal Dominance decision and the only thing I don't have is "You have united the Spanish Thrones under your Primary Title."

Does anybody know why I don't fulfill this?

It's probably referring to the decision, "Unite the Spanish Thrones", which requires your realm to own all de jure land of the kingdoms of Castille, Leon, and Galicia, be in the High Medieval Era or later, have at least High Crown Authority, and not have an Empire title. The decision destroys all Spanish Kingdom titles that you completely control all the de jure land of (except your primary title) and merges them into your primary title. For the decision to be available your primary title must be one of the Kingdom titles of Iberia, but Portugal is specifically mentioned as one of the possible options in that list.

Dominance requires you to either take the "unite the spanish thrones" decision or "hold and completely control 2 kingdoms de jure part of the Empire of Hispania".

The "unite the spanish thrones" can only be taken if game start date is 1000 or later and a bunch of other requirements (https://ck3.paradoxwikis.com/Decisions#Unite_the_Spanish_Thrones)

If you made the empire of Portugal, then the kingdom titles you hold are no longer de jure part of the Empire of Hispania so, I'm sorry to say you messed up and the struggle phases are imo poorly designed allowing you to end up with this outcome.

Im having the same problem. I believe I have met the conditions to hold and completely control at least 2 dejure kingdoms of hispania. I own all land in iberia, empire of hispania title, i have created all kingdom titles in iberia, and hold most of them (a few doled out to vassals). there are no wars or occupiers in the entire peninsula. Yet, it says i only control one dejure kingdom title. Which just isn't true. What am I missing here? For all practical purposes there has been no Iberian "struggle" for 200 years.
Another requirement is that all counties in my capital kingdom are my religion, which isn't true right now, but I can get on that as soon as the phase changes.

I ran into this same problem and ended up editing my savegame since I didn't want murdering my six year old scaly sickly nephew for al-Andalus to be in vain
