I'm not counting traditions restricted to certain cultures or boosting really small areas.
And no there is nothing that directly buffs levies, just the army in general which in turn also affects levies
There is the "Armed like the Romans" buff which increases your army damage by 15% for 50 years(?). I am to lazy right now to check the event but if you want to look more into it its pretty good!
I will look into that one, it is sad there isn't more like that.
I've found a pretty awesome Greco-Norse hybrid build that allows massive heavy infantry men at arms regiments of 2200 men, the "eastern roman legacy" gives +2 to size of heavy infantry and heavy cavalry, combined with the family legacy for piracy that gives +2 to size of heavy infantry, with a warlike court at level 10 for +1 size to all :D
you can also make a knight boosting build with some clever artifact theft and adventures, I have had 465% knight effectiveness and 38 knights.
this game allows you be crazy powerful in different ways if you succeed in finding the optimal pedestal artifacts especially.
bowmen also are fun to use, but i prefer high strength over pursuit, since you stackwipe the enemy army anyway if you defeat them in the early battle phase regardless of the pursuit
Knights also are fun, but i think MaA boosting > knight effectiveness boosting; atleast in the late game, early on knight effectiveness is better than MaA boosting imo
