Report a translation problem
When you give it away you select the duchy and all of the counties associated with the duchy which provides a cleaner easier transfer of titles.
You did this but for some reason you still have the duchy titles.
This is your issue right?
If that’s the case I’m inclined to think you didn’t include the Duchy title with the counties. It all has to be selected and highlighted when you give it away.
You can grant titles to anyone; except to potential heirs if they're not currently expected to receive that title through succession. I prefer granting to my dynasty for family gain, or high prowess to gain another knight. Another thing is to grant to people with traits that have + opinion towards their liege, such as the humble trait. Granting titles to people of your same culture will avoid the opinion malus towards you for being of different cultures. I generally prefer my vassals to be of my culture and then I'll help deal with population uprisings if they occur since the pops will have a malus towards the title holder for being of a different culture than them.
I don't grant titles to my current vassals unless the title is de jour owned by them; such as if they own kingdom of France, I'd grant newly acquired Normandy duchy to that person. The opinion penalty for owning titles de jour of one of your vassals is to be avoided.
