Hostility phase in Iberian Struggle is broken

It's impossible to get to Hostility phase. In the 200 years I've been in the Struggle, I've been in the Hostility phase ONCE. This was at the very beginning of the campaign because you start during the Hostility phase.

I've sat here for the last 50 years doing everything I can to get to the Hostility phase, but Conciliation just fires so damn much all over Iberia. It's impossible to get to Hostility.

This, thus, makes forming the Empire of Hispania impossible unless you are doing as I'm currently doing, and using the console to cheat it to the Hostility phase, where then will be able to form Hispania because I've conquered everybody on Iberia.

Really just needs looked at. You should be able to form Hispania no matter what if you've conquered the whole of Iberia, regardless of the struggle. Forcing me to get into the Hostility phase, which is impossible to do, is just stupid as hell. Really, really needs looked at, this portion of the struggle mechanic.

The way I solved it was making a couple of kingdoms indepent waging war and exposing secrets.
It takes a little bit of time but is certainly doable.

However, I feel if you posses the whole of Iberia there should be a short way of achieving an outcome.

Do you have Friends & Foes?
As I have been told, since it everyone is giving gifts to everyone, making the conciliation the phase almost always.
I don't have the last DLC, and in fact I haven't played CK3 in a while now, so I can't say if it is something that happens without the DLC.

I do have Friend & Foes, definitely could be the issue. Hopefully Paradox is aware of it.

Luckily the console was able to get me where I needed, but other people might not be able to

You are right in the that the worst DLC in the game "Friends and Foes" is what caused it but it doesn't actually matter if you own it or not because the AI still uses the features as part of the "free" update. Really dumb Paradox decision to ruin an expansion in favor of flavor-pack no one asked for.

I know this post is old but I didn't see any newer ones. What blows my mind is; you can capture a landed ruler (usually in combat) and ransom them back for gold: but that counts towards Conciliation.

OR, you can capture a landed ruler; negotiate release for a weak hook; THEN demand payment; but that counts towards Hostility.

But executing captured landed rulers DOESN'T count towards Hostility?!?!
