Is this from a mod? I do not believe I've ever seen "tabula" in CK3.
I know with Chess, It's stat vs stat, and counter vs counter, basically Rock Papper Scissors.
So even if you have high intrigue, going intrigue choice is not always the best option.
Look at the first paragraph and it tells you narratively what your opponent might do.
Martial is countered by Intrigue, Intrigue is countered Learning, Learning is countered by Martial.

No, it is not a mod. Games says "tabula", but it is the same mechanic as you described (about stats).
However, all my reloads, my first 3 choices were same, and i was always winning before the last round. Then whatever i picked, i lost. :)

Maybe there is a predetermined roll that happened before your save which is near impossible to beat with the rolls you did?
That's not true. The dices are rolled when you trigger the event. But if you load a previous save before the trigger they are rolled again.
For example in the case with the game if you initiate it you can save, initiate the game and if you lose, you may load wait a day and the rolls should be new
intrigue being countered by learning for example, higher intrigue won't necessarily always beat low learning. If your opponent pulls off a miracle and somehow beats you even though their counter skill is worse, they get a much higher win score. It's funny, you can play against children sometimes and their skills will usually be much lower than yours (because they're just children) and they'll pull off an upset-victory. So there has to be much more to it than 'higher beats lower', which if that were always guaranteed, the game would be too predictable.
