Antivirus programs are designed and generated to give you false reports and advertisements to make money from you, It is not at all accurate, As a programmer I can tell you that windows defender that comes prebuilt into windows is more than capable of defending your PC more than any other program, However given the limits of windows defender in some areas > I would advise also malware bytes as it checks places that window defender does not and is actually a proven anti malware program :3
Right click on your game in Steam > click on properties then the button that says "browse local files" find the CK3.exe launcher right click that go to properties > Check yes to "run in admin mode" also run it in compatibility for a previous windows that worked for ck3 as it will stop all new windows 11 files from interacting with CK3 at all and click apply to save the settings so you don't have to repeat the step
Otherwise your going to have to wait until windows 11 updates ummm Microsoft will eventually get around to it lol

are you getting any error?
Very often new installs are missing files that get loaded with software. If it's bare bones you very well could be missing a network framework or something like a missing DLL. with out more info than it don't work isn't all that helpful. It could be anything.
