This forms a new culture that has base 100% acceptance of both the previous cultures.
You can mix and match the cultural traditions to make a "super culture". You also get all of the technology the other culture has unlocked.
Do I need to be the cultural head todo this?
You shouldn't need to be. The only thing you need to culture head to do is Reform a culture, where you just spend prestige to change the ethos or a tradition.
Also, if you have a lot of land over their cultures give them to some lords of yours, they can get events that instantly give you +10 acceptance, each. Plus they all can promote acceptance too individually.
