Remember, 2 can play the game, and try to be the one doing the cucking, not the one getting cucked. I find it quite easy to be seducing everything within your diplomatic range.
Seduction lets you get partners that otherwise wouldn't marry you, because of your religion or other factors. I usually try to invite them to my court and make them a concubine right away, so I don't run afoul the laws. Be sure to have 50 or so gold, so if your liege throws you in jail for fornicating, you can bail yourself out.

At some point I had 8 consecutive generations of cuckolded rulers with AI Seduction turned off in game rules.
The frequency of adultery in CK2 changed all the time. I remember the worse moments when — and I actually checked and counted them manually — about 60% of the world's landed females had a current Lover, Lover's Pox, 'Unfaithful' nickname or some other clear indicator. This was not including those who had one-night stands and didn't catch STDs or those whose lovers had died on them without siring bastards or transferring STDs.
And later the incidence decisively dropped by a huge factor, so I'm pretty sure Paradox does actually sometimes do something about seduction, although this is understated and downplayed, perhaps not to encourage people's demands for action.
In CK3 things are better than in the worst times of CK2's cycle, but also worse than in CK2's best condition.
From my perspective the biggest problem is that Paradox designers and scripters apparently can't be bothered to come up with a sensible list of exceptions, modifiers, weights etc. to rationalize this.
I will of course grant that honourable, just, honest, fair and dedicated spouses who adore their spouses do also cheat in exceptional circumstances, but the key here is EXCEPTIONAL and we're talking about exceptions that almost never happen. They are prominent because of how they create an extreme contrast with the everyday realities and expectations, hence because of their huge shock value, not because they are frequent — which they are not.
It would take an idiot to think that people's character traits are a non-factor in their decisions on whether to cheat or not cheat or in the chance of random brainless cheating that doesn't involve a proper decision but 'simply happens'.
It is similarly idiotic to think that the consideration of consequences is a non-factor in people's decisions on whether to indulge their whims or not — meaning most people normally realize the consequences of their actions to some extent and even those who have no moral inhibitions still at least fear the legal or social backlash. In CK2 a Catholic female can go to prison for cheating or for premarital sex, so why do characters act like there are no such consequences? There is always some percentage of reckless or careless people, of course, but that's a narrow percentage and not the majority of people.
And here, in CK3, it looks like personalities don't matter, traits don't matter, what matters is only the RNG of some AI character entering on a Seduction or Romance scheme. Or something else like that. Random events without intelligent rationales and without intelligent triggers, let alone intelligent modifiers and weights.
To sum up, intelligence is sorely lacking from some parts of Paradox's design process, because there's no other way to put this. It just isn't the way a reasonably competent scripter/programmer/designer reasonbly diligent and serious about his work would work. Instead, it's something completely not understandable which is even hard to name or classify. Their attitude and approach is completely incomprehensible.
