1.4 start with MaA... unless you are a custom ruler?

Started up a new game after the update as a custom ruler (Duchy of Portucale) and didn't start with any men-at-arms as the update suggests. I then started another new game as the default ruler of the Duchy of Portucale and he started with 2 MaA units. So do custom rulers just not get MaA?

yeah it really makes custom rulers really gimped at start of game now.

I've noticed this too, custom ruler didn't start with men at arms
