Yes it shows the dead ruler as the ruler, so cant invade the county for example as cant make war

in one of my savegames i have this too, it is a Duchy in ireland due to a Norman Invasion, i cant click on it directly but need to go over his vasalls to get to the "Ruler" which is dead.
i didnt check if i could declare war on him but i dont think so..
I've had it happen before when the line of succession got broken somehow on a one duchy domain on my border. Dead owner, no heir, no claimants pressed or otherwise.
I needed it too to declare the kingdom it was on so I was pretty bummed lol. Luckily one of my auto-vassals somehow sorted it out because it ended up in my empire later that year.
So if your PV's are free range you might try granting one land nearby.
