How to install a Arch-Bishop?
All of my county's belong to my Council Priest. I can't deny his temple's to give it to a priest i want. I can't give him a title to make him to a Arch Bishop. How can i achieve an Arch Bishop?

I don't believe its possible to do what you're wanting to do, unless perhaps you create a new religion and alter the rules regarding the realm priest but even then I don't think you can make them into an arch bishop.

Arch Bishop or Bishop Prince?
I think Arch Bishops are like, if you have an empire and are the emperor your priest councilor is an arch-bishop.
Prince Bishops are because the county capital is a temple.
All temples in counties you directly control are under the control of your priest councilor.

No. No, no and no. Arch-Bishops are only appointed by the Pope of Rome. Feudal lords have NO authority nor any jurisdiction to take actions on behalf of Roman Catholic Church regardless of how much "want" they have.

Outside the Roman Catholic Church, in what context does the term Archbishop exist?

I think if the temple is the capital of the county he becomes an arch bishop.

It all depends on what religion set up you have.

With theocratic all the temples in your owned counties are leased to the guy who is your court chaplin, and the same with your vassals court chaplins for their temples, you can normally select who this guy is, but you cant pick different people for individual ones, he owns them all.

But if you pick your heir I think it disqualifies him from inheritance

2. It all depends on what Catholic Religion you have set up since the majority of the others have no such position in the first place let alone the ability to create them later.
