Cant Form Empire of Germania

When trying to create the Empire of Germania, the Create Title is greyed out with this disclaimer;

As a Catholic Ruler you can reform the Holy Roman Empire instead.

The Holy Roman Empire does not exist and has not existed at any point during this play through.

Catholics cannot form Germania, I assume to fit better historically. A way to get around this (I think) would be to convert to any other religion (because this is only restricted to Catholics), and then convert back.

hmmmm well is there a way to just form the HRE instead then, already control the empire titles for Britain, Spain, France, Itlay and Byzantium. and control all of what would be considered Germania. Just trying to see if it can be done.

I'm not sure, but I wouldn't bother forming it. The Elective Monarchy succession type that it has is more bad than good.

I control the empire titles of Hispania, Britannia, Francia, Italy, Magrehb all of what is Germania, Scandanavia, the Southern Baltic Empire and my dynasty controls the throne of the Byzantine Empire.

At this point, which is better is fairly moot. Before the game runs out I would have very much enjoyed taking the title Holy Roman Emperor.

hmmm maybe to do with the empire of Francia, parts of that got de jured into the kingdom of England/Britannia empire.
