The main thing in either case would be mechanics. Each dynasty had its own way of handling rulership that was very different from feudalism, so to do it right, a new form of government would have to be implemented for such a DLC. Unfortunately what form is beyond my knowledge, so I couldn't estimate how much work that would take.
Japan is a bit more interesting because while most of the era was rather peaceful (which means it might be difficult to create interesting gameplay form the 867 start), it was also the period during which the samurai eventually came to power. However, that happened about 100 years after the 1066 start date. So the interesting thing is whether they'd implement a hard and fast event to bring this about, or if they'd simply give the game the tools and let it do what it wants with the clans organically.
The only issue with Japan is to my knowledge, until the 10th-11th centuries, there were no landowners in Japan. The closest thing we have before the heyday of the samurai are the shugo, who weren't around until almost 1200. It's difficult to say how they'd handle Japan's land ownership up until then, as playing a single emperor with no land-owning subjects would be quite odd in the mechanical context of CK3.
My idea about mechanic in that regard was something like a administrative council and administration subcategory, concentrating on control menagement in some tree design representation.
When it comes to playegle characters, I think somethis in form like CK2s republic system but focus having loyalty and good standing with the emperor.
Could be an excellent moment to make the team really sit down and think about how to go above and beyond with court-side peacetime play. Really implement a rich variety of options for court interactions, power grabbing, and so on.
Might be outside the game's mechanical focus, but it's not something I'd be unhappy seeing by any means.
Not at all, just the contrary, the real char of CK games is the peace time gameplay and navigating a success with other means.
Now all those trees and perks like "Befriend" & " Kindnap" can be even more fun and usefull.
CK2 had mansions as the de facto holding fora particular family, I would expand on that in CK3 as real objects on the map and agents and armies outgoing from them in personal missions of internal struggle. Just an idea examle, not the "the way" to do it here, it can be dome many other ways.
