You can also, for 1500 fame a pop., apply specific Elective Succession Laws to your individual titles by opening up that title menu (at the bottom there is a submenu) so you can personalize the succession that way...
It also sounds like you created a custom empire which added to the issue. If you had created the empire of Scandinavia instead then there wouldn't have been a 2nd empire title to create so it wouldn't have happened. But since you created a custom empire the parts of Scandinavia that weren't part of your Swedish empire were still eligible to form the Scandinavian empire.
